Most organisations hold no formal record of who assessed downside risk before deployment. When a regulator asks who knew what and when, that silence is itself a finding.

A claim and a record are not the same event, separated only by time.
In September an AI vendor announced a result on a schedule of its own choosing. The body that owns the problem answered that its evaluation would be deliberately unhurried, and that its own rules require two years of published, unchallenged scrutiny before any claim becomes a result.
That structure is rare: a named external party with no stake in the claim, rules fixed before the claim arrived, and a clock the claimant cannot shorten. Most claims that reach a board have nothing like it.

Quantum readiness is a record problem before it is a technology problem.
Directors are not judged on forecasting. They are judged on whether, knowing what was known at the time, they acted as a reasonably diligent person would. For post-quantum migration, two clocks run against a third: how long the data must stay confidential, how long migration will take, and when a cryptographically relevant machine arrives. Two of those three belong to the organisation and are knowable today.
The exposure from data taken now exists from the day it is taken, not the day it is decrypted. The board that cannot show its reasoning has a weaker position than the board that can, whichever way the technology moves.
Dr Roche sat on the steering group of the Matrix NI quantum study, launched by the Economy Minister on 23 September 2026. The report was prepared by SAMI Consulting and names post-quantum migration the clearest near-term commercial opportunity for Northern Ireland.
